In the paper, AEBIOM expresses its’ worries that an additional, to already existing cross-compliance rules and forestry certification schemes in Europe, mandatory certification scheme would become a serious barrier (administrative and cost related) to biomass mobilisation especially in the case of small biomass producers. The certification procedure would get even more complicated as around 90% of biomass used for heat and electricity production comes from by-products and waste streams. Nevertheless, the certification as such is needed to tackle the problems that can be caused by large amounts of imports.
